Beech Grove's new mayor hires chief of staff

UPDATE 2/28/2011


Be sure to call into Abdul's Radio Show tomorrow morning at 6:30am so that you can ask Terry Dilk any questions you have about his actions so far as Mayor of Beech Grove. The Am Radio Station is WXNT and is 1430 on your dial. The phone number is 228-1430 I think. I am wondering if Abdul will allow questions from callers since Terry Dilk is Brian Bosma's pick for Mayor.


Is there any truth to the rumor that Chris Duffer has instructed the IT Fireman to restrict all city computers from using Facebook except for Joey Fox's?  Everyone can enjoy watching Joey Fox tried to hide the fact that he will be continually working to get the Republicans elected which is why he was hired in the first place.


I would very much enjoy posting proof of anyone working on campaigns while being paid to work by the citizens of Beech Grove.


UPDATE 2/21/2011


Mayor Dilk and Cindy Kirchhofer during her campaign were telling voters in Beech Grove that Joe Wright was the one who wasted the 6 million dollars of TIF Bond money and that it wasn't them.  Here are the RDC videos that show that Terry and Cindy were the President and Vice President while all of these Bond Issues occured.  I have requested the SIGNED dockets from 2006 thru 2010 so that you will have documented proof of these two twisters of the truth.  You will also see in the videos the Speaker of the House for the State of Indiana's involvement.


By the way, at the beginning of Cindy's campaign these videos were taken down off the City of Beech Grove's website and repeated requests were made that they be replaced.  Why would they be removed?

So in one of his first acts as the new Mayor Terry Dilk hires his campaign manager/PR Lady/rewards someone who helped get Cindy Kirchoffer elected.


They lay off employees we actually need then deny them unemployment benefits and turn right around and add as Assistant for Dilk?  Terry Dilk can't manage 3 or 4 departments?  How can you be mayor and not be able to do that?  What a complete joke the guy  is.


So here we have Joey Fox who trashed Terry Dilk and all of his buddies every chance he got even to the point where he was going to run Susie Day's campaign against Terry Dilk being bought and paid for by Terry Dilk our new Mayor.


You can't make stuff up this funny.  I was there face to face with Davidson, Wells, and Fox when they all said they had to figure out a way to get rid of Terry Dilk and his crew then somehow all of them end up working for Terry Dilk and his crew.  How does this happen?


Let's all pay close attention to Joey Fox's actions during the campaign.  Will he have campaign meetings on city time in city vehicles like Sam Merl did?


I had really thought of Davidson, Wells, and Fox as 3 of the bright spots in the Republican Party in Beech Grove and now I come to find out that more important than serving the people of Beech Grove is gaining power and being bought and paid for.  3 20 somethings down the drain already.  


This truly is a sad day for Beech Grove, I can not tell you how disappointed I am in these young men.

Beech Grove Mayor Terry Dilk announced today that he has appointed Joey Fox to be his chief of staff and communications direction.
Fox, 22, is a 2007 graduate of Beech Grove High School and is studying political science and civic leadership at Indiana University-Purdue University Indianapolis. He starts the job on Feb. 22.
Dilk was appointed by a party caucus to complete the term of former Mayor Joe Wright, who resigned in January.
The term runs through Dec. 31, and Dilk intends to run for election this year to a full term.
The mayor announced Fox's appointment at a Board of Works meeting.
He will direct communications for the city, be the city's spokesman and manage day-to-day operations of the mayor's office.
"Joey brings so much energy to our efforts. I have committed my administration to better communication, and I have entrusted Joey with that responsibility," Dilk said in a written statement.
Fox worked part-time for the city as a high school student and for a year after he graduated, before leaving to study music education, first at the University of Miami and later at Ball State University.
He returned to Marion County to work for the county Republican Party in 2009 and most recently has been a bailiff in the Marion County Juvenile Court system.
"I am honored to accept Mayor Dilk's invitation to serve my hometown," Fox said in the statement. "Good communication is going to be critical as we move forward."

THIS CAME TO ME IN AN EMAIL ALSO SENT OUT TO THE LOCAL MEDIA OUTLETS.  DILK, DUFFER, JOEY, AND JOE WRIGHT NOT THE SAME GUY?  COME ON, MAN!



After doing some research and making a few calls the announcement from Beech Grove city officials naming Joey Fox chief of staff was premature and may have to be retracted.
The 2011 budget which was approved by the city council has no funds for this position. Adding this position would take an amendment for appropriations with approval by the city council.
Business as usual with the republicans, they announce something they can't do and now as in the past will have to go back and fix it. The interesting thing is should any of the republican council members vote nay, the whole thing unravels. Knowing that the citizens are unhappy about losing the cities dispatch due to lack of funds, will the council once again go against the people they represent and allow this to happen.
Two weeks into Terry Dilk's administration and already the" we can do what we want attitude" continues from the republicans.
My Opinion Joey is a fine young man, but rules are rules for a reason.

No Buckley hired a campaign manager for $1200.00. Joe taught them all very well on how to spend money foolishly. No dispatch. Fire Dept. running on a shoestring, infrastructure falling apart and these idiots still keep spending money. It's all about who can be top dog in a small town. I can't believe there is not someone to run who just wants what is best for Beech Grove.

The difference is that Buckley hired his with campaign funds and not OUR tax dollars.

Read the article, pretty much names Joey as all three. Plus he has been seen sneaking around the back of the Police Station for the last couple of weeks.

Joey Fox was out walking with Cindy Kirchoffer every chance he got which was most of the time. Never told me that anything I had posted about her was wrong but he went ahead and did it anyway.

Whatever they are paying Joey Fox should come right out of the salary for Mayor Dilk. If he can't perform the so called Chief of Staff duties over a Police Chief, Fire Chief, and Public Works Director then he is a sad administrator. He creates a position so he does not have to deal with the public, the press or his employees. Sounds like the last lame Mayor we had. A good Mayor would take pride in doing those things on behalf of his citizens. Dilk you are a loser just like Wright. Get your money and leave! Shameless Coward.

With one move after searching that budget thoroughly Dilk has committed political suicide with the hiring of a 22 year old college student to perform the duties over men and women with ten times the experience. Nice move Terry I guess you should have vetted that choice to someone other than Merl, White and Bye.

I just did some checking with some of Beech Grove's finest. It appears Joey's two most important components in his resume were that he is buying a rent to own property from Merle and his mom is Duffer's ex-wife. I have them checking on any Edwards DNA being involved. They are all laughing at what a fool he was when he worked for Mayor Wright.

Terry Dilk, Chris Duffer, Sam Merl, and Cindy Kirchoffer are the ones who helped Joe Wright put this city into the shape it is in. Now Joey has signed up with them. What are we supposed to think?

Read back thru the blog and educate yourself before commenting on what someone told you was "Me picking on their babyboy."

Where did I "Dish" his family? No where on here did I post anything like that. Are you sure?

Jealous? All I hear is that crap when someone can't prove what I post is wrong. Prove facts that I have posted wrong instead of making emotional statements.

Did you read what Joey had told me before he went to work for Terry Dilk in the main post?

Educate yourself objectively and then we will see where you stand.

Kevin, I want you to know that I am educated on the issues. And I do think you should have the right to say your opinion. However the anonymous person that just wrote that I was hounding you. Please, we are adults and I believe that we can have a conversation without cursing and name calling. So I apoligize for the negative comment. I would like for people to give Joey a chance. I also wish the anonymous people would have the courage to list their name. Again Kevin I hope the city will come together and fix the mess it has become. This kid is too naive to be in this position. That is not his fault. It quickly shows you that Dilk is not a leader. He wants to quickly throw the responsibility of the day to day operation of the City to someone else. He does not even see the importance of selecting a qualified candidate for the job. Beech Grove may just have a worse Mayor than Joe Wright. OUCH!

Ms Danz, obviously you are not educated as to the issues or you would know that Terry Dilk and Cindy Kirchoffer(The one Joey campaigned for) are the ones who put us in debt up to our eyeballs with the RDC. Why would we give the new mayor a chance when he learned everything he knows from the old mayor? Ms Danz, would you layoff a bunch of people we needed to hire someone to do the exact same thing that the mayor is elected to do? Please let us know how you are with those issues.

Kevin, why are you trashing Terry before he hardly gets a chnce to get started. How about the good things he is going to do like opening up the council meetings for questions and comments or maybe the fact that he is spending his own money to fix up the office in city hall or that he is working hard to get funding for Main Street. I did talk to him. He told me to my face that he was proud of his record on the RDC and that he would campaign for mayor on it.

One of the few times in my life I had nothing to say...

Read the blog as to what the RDC has done and you will see why my confidence level is lacking.

Plus he just hired a guy to do what he was appointed to do. I wish I could hire someone to do my job for me so I could go sell carpet.

Try posting on the blog using the city wifi. supposed to cost 856,000 and be done in 2007. cost is up over 1.5 million and it still doesnt work. It goes on and on and on.

When will you people wake up?

so how does this big incest fest work again? duffer helped kirchoffer, kirchoffer helped duffer, kirchoffer and duffer helped dilk, kirchoffer and duffer needed fox taken care of because they talked him into turning his back on day so dilk helped fox. so by the time it's all done we go a clerk from unemployment, a paralegal to the statehouse, a carpet salesman/failed pizza shop biz owner, and a kid whose resume's only item is that he walked around and got people to vote. what more could we ask for?

So far as Mayor, he has called out a republican council member for changing his mind on something he voted for.
He has embarrassed the RDC of which he was the president of when all the bonds were taken out and spent with nothing to show, and now he has hired a young man for a position that Terry should be filling, yep 2011 should be the year of the Grove with Terry in charge

I get all these posts. I can understand why people would think that Joey is under fire, but what people arent thinking is that a CHIEF OF STAFF POSITION WAS NOT IN THE BUDGET. How many Police or Fire Fighters is Dilk going to have to lay off to reach the point where he can afford this. Time for the FOP and 416 to get involved. The Council will sit on their asses as did Bye and White and let this go on again. Time for these people to be laid off, they arent doing anything....LET EM GO!!!

This all sounds too outrageous to be true. Maybe I'm confused. What I think I'm hearing is that Terry Dilk has hired a 22 year old kid to run the city while Terry is busy selling carpet, but still continue to draw the Mayor's salary. Beech Grove has got to re-write their charter or something. The Mayor has been given way too much power. The power needs to go back to the Council and to the people of Beech Grove.

First of all, the streets in BG are horrible. I feel like my car is falling into craters. Then they say they are still going ahead with the round about in front of the hospital. That this isnt costing much money, well I feel that they are doing thing in the wrong order. I do not care how much money the city is going to spend on the round abouts, they need to fix the streets first. What about Main Street? The businesses are leaving faster than you can bat an eye. Mr. Mayor, don't you think that should come first? Everyone, you need to talk to Buckley... He has wonderful ideas, is honest and listens to the citizens of this town. He has knocked on my door, when it was freezing outside. I asked him questions, and really liked what he had to say. I encourage anyone who wants to ask him questions, please do so. You will be pleased with his answers. He is having a fundraiser at O'Gara's Wednesday, the 16th at 6:30pm. Come see what he has to say!

To add a position paid by the city it would have to be put into the budget, it wasn't.
To add to the budget the council must approve an appropriation it hasn't.

The mayor can hire anyone as an independent contractor or vendor, Joey Fox is neither,

The appointed clerk treasurer falsified state documents in his first 120 days.

The appointed Mayor in his first month has decided to over ride rules and protacol.

Wanna get this out there, was at the Local Diner here in the Grove this morning and a young child walked in with a 5.00 bill. Asked for a boat load of food and a drink. Without batting an eye Brad (one of the owners) told the young man when he asked if he had enough money, Yes. The young man was sent down there with no parent and not much money by todays standards. This is class. In todays world and the state of the economy we need more people like Brad and Rick...thanks guys for making Beech Grove look good.

Aren't we lucky Dilk has all that business experience he was bragging about. He also bragged he was a fiscal conservative republican who could solve all of these problems. I know a JOKE when I see and hear one. Bad choice for Mayor. Joey is probably more qualified than Dilky. Dilky should be Chief of his own STAFF.

It may not do any good but start calling Mike Pence Ross Barton and John Jennings to get this stopped.
If we can't afford dispatch, or a parks director, we can't afford to pay someone else to do the mayor's job for him.
If we can't afford to repair city hall, how in the world could they do this.
It's time to stand up and be heard.

I've known Joey since he was 10 great kid this isn't his fault, this is a political move for votes and frankly Merl and Dilk should know better

If the Police Chief or Fire Chief tried to hire a 22 year old with that resume to be their Department's Chief of Staff it would not fly. Why should it now? Dilk needs to get a clue on what his job entails. Immediately dumping the day today decision making on Joey is unacceptable on every level but one. POLITICAL PATRONAGE at it's worst. Beech Grove is on fiscal life support and Dilk makes this decision?

Look at the bright side. They dumped Terry Cincebox and hired Joey Fox. Joey will do a better job than Terry. And all of them will be gone at the end of the year. The sad thing is others are going to lose their jobs because the budget is so out of whack it forced Wright to resign. This train(Team Dilk) is headed for a disaster. Is Dilk's Mom still working at the Community Center?

5:04, The problem is neither of the administrations in the past 7 years have reduced the pay. They pay the one person what they previously paid the 3 people. Its a wash, a trick, an illusion. You know, like any of the people on the Council or that have been Mayor care about anything other than themselves. Does Joey get the Take Home Kubota again like he did when he was counting telephone poles for Wright? That was his "job" last time around, he drove the public safety ATV up and down streets and counted telephone poles for the digital city project. Oh, then he left and went to work for the Marion County Republican Party for a couple years. If these properties are so valuable for you to spend TAXPAYER money on them lets put them on the auction block and see what shrewd businessman like you and Wright offers to buy them. The court clerk has been moved into the Police Dept. and is still paid, the grant writer is on maternity leave and is still paid and Cincebox never showed up to work anyway. Their strategy is to lie about everything and hope the public buys it. Sad group of Gentlemen. Did you notice None of their candidates is a female? Looks like a good old boys Club out of the 1950's.

All city employees and positions must be in the budget and approved by the city council, the jobs he is claiming to have cut were not in the budget for 2011 which means the dollars weren't either.
Check city codes about city employees.


This position by law once created and approved would have to be posted and resumes accepted, interviews conducted.

Yep TERRY DILK was president of the RDC, when they hired and fired MZD public relations firm, when they over spent on Emerson Ave, when they couldn't start digital city without taking out bond number two.
Terry Dilk was president of the RDC when they promised the indoor skate park, new businesses, CSX development, putting Amtrak, CSX, Burger King, Alro Steel, Jackson Press, all in the TIF ZONE.

Mayor Dilks office sent out a press release email claiming his office is fisical responisble and that he consolidated three jobs into one by hiring Joey Fox as chief of staff handling the daily responisablities of the mayor's office and communications.

Here's the timeline.

In Aug of 2010 Mayor Wright and the department heads started putting together the 2011 city budget.

Mayor Wright submitted the 2011 budget with city employees being cut. Two of the positions Mayor Dilk is claiming to have consolidated were cut from the budget by Mayor Wright, including the dollars for these positions.
The third position Mayor Dilk refers two was moved to the 2011 police departments budget.

The 2011 budget doesn't have any money set aside for a chief of staff or any mention of a new city position.

The 2011 budget went into motion 12:01am Jan 1st 2011, while Wright was still Mayor.
The two positions were gone and the third was transfered to the police department.

Mayor Wright announces his resignation on Jan 3rd 2011 at the council meeting giving two weeks notice.

At the end of those two weeks Prez pro tem John Jennings is running the city.

Terry Dilk is appointed mayor the end of Jan 2011.

Almost 30 days after the jobs were eliminated and the budget was in place.

Feb 10th Mayor Dilk announces the hiring of Joey Fox, which this position still isn't in the budget.

So when Mayor Dilk tells us he eliminated three positions he isn't really telling us the truth.

When Mayor Dilk announces that he can hire Joey Fox as chief of staff and that the money is there, thats not correct either.

Does the city really need to pay someone else to do the mayors job, when our public safety departments are down 10 people?

Buckley was the fire chief for over a decade and most of his personal life revolved around the fire department too and he has been happily married to the same woman for over 30 years. What exactly do you think you're gonna see on here? He isn't the driving around town everyday with any woman but his wife so give it a rest. Maybe you can find a couple former fire department employees that didn't agree with his management style but any attack on his character will have to be filled with lies.

Hornet Hangout to Open in 2011
Beech Grove received a $237,500 grant from the U.S. Department of Housing and Urban Development to convert two rooms in the community center for the youth area, named Hornet Hangout. The construction is set to finish in December and the center to open early 2011. While the programs have not been fully planned out, the new Hangout will have video and board games, projectors for movies or projects and a café/computer lab for students to relax with friends or finish their homework. The center will be open free of charge to any students in Beech Grove ages 8 to 18. Kids in surrounding communities are also welcome to attend for a small fee, yet to be determined. The center still needs volunteers to staff Hornet Hangout.

BG MAYOR ANNOUNCES $124,000 IN ANNUAL TAXPAYER SAVINGS
Mayor Terry Dilk is streamlining his office to save Beech Grove taxpayers $124,000 per year.

Mayor Dilk commented on the savings: “My administration is setting an example of efficiency and conservative government. We have to live within our means.”

The Mayor will spend no money on communications consultants, forego an already budgeted, dedicated secretary, and will not retain an aide employed by the former mayor.

With last week’s appointment of a Communications Director/Mayor’s Chief of Staff, the Mayor’s Office is reduced to a staff of one from a staff of three – two full-time employees and a communications consultant paid at $78 per hour.

The new Communications Director/Mayor’s Chief of Staff will report directly to the Mayor and will manage the day-to-day administrative tasks of the office, serve as city spokesperson, and direct communications. He will be an adviser and representative of the Mayor’s Office, but the position has no direct authority over city employees.

i love how in every video, they always speak of the same projects almost being done. i heard in three videos claims that digital city was 7 nodes from being ready. and those were a year apart. all those meeting were was lies and scam artist deceiving the public

and by the way they could have had digital city running on as few as 2 nodes and then introduced new nodes as they went. if they would have done their homework on their system is was clearly stated that it could be upgraded on the fly. so some of bg could have been running bringing in some revenue as the others were put online. what idiots, and they even had an "IT" guy from the fire dept. wonder if he has a degree in IT or if it was becuase he was a friend. only ask that because the grapevine is telling that the city spent stupid money on the tech support he had to call in to fix all his mess ups.

If someone wants to clear the room out ask him how those "negotiations" are going with Beech Grove over the water and sewer bills. I didn't see any mention of that little problem in the City's list of debt.

Beech Grove to Rebuild Main Street -7/1/2010

The City of Beech Grove is about to undergo a major construction project as it pushes forward with its plan to completely rebuild it���s Main Street, sidewalks, contiguous side streets, and the underlying drainage system. The project is intended to resolve a chronic flooding issue as well as update and beautify the town���s Main Street commercial district. It���s all part of Mayor Joe Right's vision for a ���Better Brighter Beach Grove.��� Contracts will be let by the Indiana Department of Transportation sometime in early 2011.

For many years, merchants along Beach Grove���s Main Street, battled water intrusion with each rain fall. The storm sewer designed to carry storm water west to Lick Creek is not large enough to handle the runoff during heavy rain. When the drain reaches capacity, the water backs up turning Main Street into a pond. Sandbags have been common place at the front entrance to some of the commercial buildings along Main Street.

The funds for the project are being provided by a Federal Transportation Grant as well as funds generated by special property tax projects called Tax Increment Financing (TIF) districts. Terry Dilk, former President of the Beach Grove Redevelopment Commission and Mike DiNapoli, current Vice President of the Beach Grove Redevelopment Commission, have been overseeing the project for Beech Grove. They have worked hand in hand with engineers and architects to develop the new design, which was unveiled to the public in the fall of 2009.

Schneider Corporation in concert with Crossroad Engineers, P.C., represented by lead engineer, Trent Newport, developed the design which includes a abundant landscaping and a round-a-bout at the intersection of 17th and Main Street. The project is expected to be completed in less than a year. The work will be divided into four segments, with two segments on the north side of the street and two segments south. In this way, the engineers, hope to maintain an uninterrupted work schedule while permitting at least one lane of traffic to continue operating throughout the construction schedule. Interference with pedestrian���s access to merchants on Main Street is expected to be extremely minimal.

Contractors with the capacity to handle a project of this size should check with the Indiana Department of Transportation in early 2011, if they are interested in bidding on this project.

Look at the voting stats, there was the most straight ticket republican pulls than anything else. Cindy didn't win her campaign, Obama and the dems handing whatever repubs wanted to run a golden ticket for election got her in. She wouldn't have won except for straight ticket pulls. Plus the stats on the state website show that Cindy was the only candidate that people chose dem but pulled straight repub. Can't be proud of that win.

Really, Dilk approved the claims, and Duffer should have the receipts or copies of invoices.

My answer is that Beech Grove is trying to maintain its autonomy; becoming Indianapolis would likely mean losing old issues but gaining new ones. Yes, there is drama here, but there are also a lot of good people here that care very deeply about Beech Grove.

So we the taxpayers are paying joey fox to run the facebook propaganda page for Terry Dilk. Check it out it will be a nonstop effort to change the Joe Wright legacy that dilk, duffer and merl were all involved with. Could become a legal problem for the boys if joey isn't supervised.

Apparently it is okay for Duffer and his little boy toy, Joey to have unlimited access to facebook during their workday but no other city employee can have the same access. Why is it that we give Dilk $68K to run Beech Grove, and he turns around and hires a 22 year old kid for $32k to run Beech Grove. If Dilk had no intentions of doing the job for the pay, then he should not have accepted the position!

I have never seen Kevin look better. Kevin can always say he is more classy than Dilk and Duffer simply because he is just doing a pole dance when Dilk and Duffer were busy screwing all of over out of millions of dollars and we didn't even get a dance.

Sorry to see that Beech Grove park is being trashed. We need Rosie the crossing guard back. His part time job was watching the park. We miss ya Rosie!
